Kelley was a senior appointed official in the U.S. Department of Transportation, where he participated in the creation of DOT's vehicle and highway safety effort. He was a principal architect of the world-renowned vehicle safety research, communications, and crash-test programs of the Insurance Institute for Highway Safety, where he served as Senior Vice-President for fifteen years. Later, as president of the Institute for Injury Reduction, he led efforts to document motor vehicle and other hazardous products and to inform the public about their lack of safety. He founded the non-profit Motor Vehicle Hazard Archives Project (www.mvhap.org) of the Public Health Advocacy Institute. Presently he directs the injury control policy effort of the Trauma Foundation.
Ben Kelley has frequently testified before Congress and the courts concerning unsafe products and the injuries they cause. He is a member of the Center for Auto Safety board, a founding member of the Public Health Advocacy Institute board, and a former member of the adjunct faculty of Tufts University School of Medicine, where until 2011 he taught injury control policy in the Masters of Public Health curriculum.
